Changes to Hybrid Minimum Safe Distances

Upon recommendation from the RSO Committee, the CAR Board has unanimously approved the following:
- The launch safety distances of all hybrid motors, for single or complex rockets, including G motors and below are used according to motor size but never closer than a minimum safe distance of 30 meters.
- All hybrids G and below are treated under HPR rules, but no level of certification is required and you need to be a minimum of 18 years old.
