2021 Annual General Meeting / assemblée générale annuelle

Happy 2021!!!

The executive have set up an on line AGM for all CAR/ACF members in good standing (membership dues are paid up to date. Nominations for elected positions can be put forward during the AGM. Scheduling and working out detail proved to be quite a challenge. Given that our nation spans 5 time zone and that members work days as well as other personal commitments gave us little elbow room in scheduling an AGM. We recognize that to ensure that a nominating mechanism is needed for members who are unable to attend the AGM. We therefore will have the option for member who cannot attend of having nominations sent to the CAR/ACF Elections Officer, Allen Upward. Allen will put forward the nominations at the AGM on behalf of members who cannot attend to ensure.

Here is a time line for elections and the AGM.

L’exécutif du CAR/ACF organise une assemblée générale annuelle ( AGA) en ligne à laquelle tous les membres en règle (cotisation annuelle à jour) pourront participer. Les mises en candidature pour les postes électifs pourront être présentées lors de l’AGA. L’organisation et la planification de ces activités se sont avérées très complexes.

Considérant que le pays couvre 5 fuseaux horaires et que nos membres travaillent ou ont des engagements personnels, nous avions peu de marge de manœuvre pour le planning de l’AGA.

Nous reconnaissons qu’il faut un mécanisme permettant aux membres qui ne peuvent participer à l’AGA de soumettre leur candidature. Nous avons donc une option qui permet aux membres qui ne peuvent participer à l’AGA de soumettre leur mise en candidature via le responsable de l’élection du CAR/ACF M. Allen Upward. Allen soumettra lesdites mises en candidature lors de l’AGA.

CTI Bulletin - Pro29 3G Mellow Pellet Issue

CTI has issued a Bulletin regarding Pro98 3G Mellow motors. Failure to take action may result in the over pressurization and failure of the motor. The only motor impacted by this issue is the Pro29 3G Mellow reload.

New CAR/ACF insurance

Hello all,
After an exhaustive search for insurance I am happy to report that yesterday our CAR/ACF Board voted to accept a quote for new insurance. This means that as of September 21, 2020, CAR/ACF once again has a liability policy in place for our launches. This is great news that allows us to keep all operations operating normally. As part of this process, we have identified some minor changes to how launch notifications to landowners are processed, and how launches are approved by CAR/ACF that we will be communicating to launch organizers soon.

Après une recherche exhaustive, je suis heureux de vous informer que, hier, l'exécutif de CAR/ACF a voté pour accepter une soumission pour une nouvelle assurance. Cela signifie que, dès le 21 septembre 2020, CAR/ACF possède à nouveau, pour les lancements, une couverture d'assurance responsabilité. C'est une très bonne nouvelle, qui va nous permettre de continuer à opérer normalement. Dans le cadre de ce processus, nous avons identifié quelques changements mineurs à apporter, notamment, aux notifications de lancement à l'attention des propriétaires de sites, et à la façon dont CAR/ACF approuve les lancements. Nous communiquerons les détails aux organisateurs de lancements prochainement.
Un grand merci à tous ceux qui ont participé à la recherche de cette nouvelle assurance. Bon vol à tous!

CAR/ACF insurance

Hello members of Canadian Association of Rocketry/Association canadienne de fuséonautique,

On July 15th, with no prior warning, we were informed by our insurance broker that the company that had provided our liability insurance for launch activities was not going to renew our policy. We inquired as to why, especially in light of the fact that CAR/ACF has never made an insurance claim. The response was that the company did not wish to insure this type of risk any longer. They did grant a 60-day notice period, which expires on Sept. 15th, 2020. If we do not find a suitable policy by this date, CAR/ACF will not have liability insurance.

As soon as we received the news, we began a search in three ways:
1. Directed our current broker to search for a new policy.
2. Engaged a broker, whom I use in my business life, to do the same.
3. Contacted the broker that supplies the policy for Tripoli.

While the search is ongoing, and we have been in constant communication with these groups, we have yet to receive an offer of insurance. As the Sept. 15th date is rapidly approaching, we want to make sure that everyone is aware of the situation and that we communicate several contingencies. These are:
1. If no insurance is found, all launch activities under CAR/ACF must cease. Hopefully, this is a temporary moratorium.
2. We are examining plans on extension of current memberships.
3. All new memberships will be reduced in cost by $35. This is the cost that was attributed to our insurance.
4. Any launches past Sept. 15th will have to be under Tripoli, and as such all fliers at those launches must be members of Tripoli or NAR. We are providing information to Tripoli around certification levels to ensure that anyone obtaining a new Tripoli membership will have their correct Level indicated.

Unfortunately, this is not the first time that CAR/ACF has been forced into this situation. Long-term members can probably remember that almost 20 years ago we had to work through a similar situation for several years. Our sincere hope is that this is a short-term issue, but we must prepare ourselves for the possibility that it could once again take a significant amount of time to obtain a suitable insurance policy. As a Board, we will be monitoring the situation and putting any other measures into place that we feel will enable the long-term success of our hobby in Canada.
I know that many of you probably have questions around this and in the interest of transparency, I will be starting a thread on our CAR/ACF forum http://www.canadianrocketry.org/phpbb/ to address any and all questions. Please engage with our community there.

Le 15 juillet, sans avertissement, nous avons été informé par notre courtier en assurances que la compagnie qui assurait nos activités de lancement (pour la responsabilité civile) ne renouvellerait pas notre police d’assurance. Nous avons demandé pourquoi, tenant compte du fait que CAR/ACF n’a jamais fait de réclamation vis-à-vis cette assurance. La compagnie a répondu qu’elle ne souhaitait plus couvrir ce type de risque. Elle a donné à l’association un délai de 60 jours, qui expire le 15 Septembre 2020. Si ne nous trouvons pas un nouvel assureur avant cette date, CAR/ACF n’aura plus d’assurance responsabilité.
Aussitôt que nous avons appris la nouvelle, nous avons démarré plusieurs actions:
1. Nous avons demandé à notre courtier actuel de trouver une nouvelle police d’assurance.
2. Nous avons engagé un 2e courtier, que j’utilise aussi en affaires, pour des recherches équivalentes.
3. Nous avons également contacté le courtier qui fournit la police d’assurance pour Tripoli Rocketry Association (l’abbréviation Tripoli est utilisée ci-dessous pour alléger le texte).
Même si les recherches continuent, et malgré des contacts constants avec ces interlocuteurs, nous n’avons pas encore reçu une proposition d’assurance. Comme le 15 Septembre approche rapidement, nous voulons être certains que tous les membres sont au courant, et nous vous communiquons les plans de contingence suivants:
1. Si aucune assurance n’est mise en place, toutes les activités de lancement couvertes par CAR/ACF doivent s’arrêter. Nous espérons que cette situation sera temporaire.
2. Nous considérons prolonger les durées d’adhésion pour les membres actuels.
3. Nous considérons aussi de réduire le coût d’adhésion par $35. C’était la portion du coût d’adhésion qui servait à payer l’assurance.
4. Passé le 15 Septembre, tous les lancements devront être faits sous l’égide de Tripoli, et de ce fait tous les membres qui désirent lancer des fusées devront être membres de Tripoli. En ce moment, nous transmettons de l’information à Tripoli sur les niveaux actuels de certification pour s’assurer que tous les membres de CAR/ACF qui désirent devenir membres de Tripoli soient inscrits au bon niveau de certification.
Hélas, ce n’est pas la première fois que CAR/ACF se retrouve dans cette situation. Les membres de longue date se rappellent probablement qu’il y a presque 20 ans, nous avons dû négocier des difficultés semblables durant plusieurs années. Nous espérons sincèrement que ce problème se résoudra sous peu, mais nous devons nous préparer à la possibilité que l’obtention d’une nouvelle police d’assurance prendra un certain temps. L’Exécutif va continuer le suivi de cette situation, et mettra en place les mesures jugées nécessaires pour assurer le succès à long terme de notre passe-temps au Canada.

Resumption of launch activity

As the country begins to look at easing restrictions, I know a great many of you are wondering on the upcoming flying season. As of now, the previously announced moratorium is removed, however, there are requirements, over and above all existing normal Transport Canada regulations, that all CAR/ACF launches must adhere to going forward.
- Launch must follow all provincial health directives around group size and social distancing.
- All attendees must be documented for the purposes of contact tracing.
- All measures should be used to avoid or eliminate common contact surfaces. Table surfaces, handles, PA mics, launch systems and other items should be regularly disinfected.
- All fliers should bring their own supply of disinfectant and gloves but launch organizers should have a supply as well.
- Rocket inspections should be done visually, with the RI requesting the flier to handle the rocket and demonstrate whatever is needed.
- Masks should be worn in common areas.
We recognize that current public health crowd size regulations will severely impact some of the larger launches. Please continue to check for the status of those launches and be understanding of any limits or rules that those launches may need to operate under.
